Types of Library Card
Resident card
Residents of all ages who live within Incorporated Naperville are eligible to receive library
cards.
A photo ID and
Two forms of identification with address will be required
before the card is issued.
Residents age 18 and older may register for their own library cards
in person at any Naperville Public Library facility. A parent or
guardian must have a Naperville Public Library card and must be
present and sign for the library card of a minor.
You may
apply online or at any Patron Registration desk.
Resident cards are valid for 3 years and may be renewed with one form of identification showing name
and Naperville address.
Nonresident Taxpayer Card
A Nonresident who, as an individual or as a partner, principal stockholder,
or other joint owner owns taxable property or is a senior administrative officer of a firm, business,
or other corporation owning taxable property in the City of Naperville may register for a library card
by completing
the
Application for Nonresident Taxpayer Library Card (PDF).
Only one Nonresident taxpayer card will be issued per taxable property. The applicant must
present a copy of the most recent real estate tax bill for the Naperville property.
Nonresident taxpayer cards are valid for 1 year.
Nonresident Fee Card
A Nonresident who does not own property within incorporated Naperville may obtain a
full service library card for each person in a household by paying a fee as established by the
Illinois State Library.
The applicant will be charged according to the assessed valuation of
his property, less the amount of the homestead exemption, using the current library tax rate and
debt service rate of the appropriate county. This is the Tax Bill Method. The property owner will
thereby pay the same amount as would be paid if the property were in the Library service area.
The most recent tax bill will be used to determine the assessed valuation of the property, less the
homestead exemption. Owners of brand new homes or owners who do not have a copy of the most recent
tax bill should contact their township assessor's office and request a copy of an assessment notice
or an assessment advice, which gives the assessed valuation.
Nonresident renters who rent and reside in a property in an
unincorporated area will pay an amount equal to 15% of their monthly rent to purchase an annual
Nonresident card.
Renters must present a current lease, rent receipt or copy of a cancelled rent check.
Nonresidents who have a "home" library that they support through
their taxes and wish to have full privileges at Naperville Public Library will be charged according to the
assessed valuation of their property, less the amount of the homestead exemption.
Nonresident Cards are valid for 1 year.
Borrower liability limits
The limit of liability for Naperville Public Library cardholders and reciprocal borrowers in cases
of unauthorized use of a lost or stolen card is $50.00. The patron must document a stolen card
claim that results in unauthorized use with a police report. There is no limit of liability in
cases where the fraudulent use is by family members or members of the same household. In such
cases, the cardholder will be subject to full restitution for the material replacement costs as
well as charges for collection agency referral.
